Setup of the nameless city (later known as al-Madinat al-Jadida, "the new city") was described by Norman Harbinger in The Clerics in the Kitchen.
"Because," explained Harbinger, "they built the Older Quarter, then more colonists came in, and they built the Old Quarter sort of catty-corner to it, wash rinse repeat until they had a sort of quad of cities built at different times, right up against each other, but not in an orderly fashion. If you had a normal quad, you'd probably number the squares starting with 1 and 2 left to right on the top row, and 3 and 4 left to right in the bottom row. The nameless city was built more like 1, 4, 3, 2."
